This question is slightly confusing, but clear when I read it exactly. For the Horizon Administrator Authentication, there is only Smart Card authentication available. Just checked in my lab under the settings of the connection server. Other MFA options are available for user authentication against Horizon. But that is not the question here.

On the Authentication tab, from the 2-factor authentication drop-down menu in the Advanced Authentication section, select RSA SecureID or RADIUS.
