see attachable answer. it seems that correct answer is BDE A is wrong on follow the attachment because its written allow not Maximize

After more thinking I think that BDE is wrong , the answer is as @connecttozee wrote. Since maximize participate means balance therefore ABE seems to be the correct answers.
