I believe B is incorrect as there is Scale-In threshold set for this Rapid Scale-Out policy which will remove hosts when NOT required.

The policy adds four hosts (if four can be added) simultaneously to resolve constraints related to memory and CPU usage. The policy adds one host to resolve the storage constraints.
