I'm really confused where these Deployment options are. I'm looking at vRA 8.11 on-prem, latest as of today, Sep 2023, and from either Cloud Assembly or Service Broker I see the same 'Deployment Level' options of "Change Lease, Change Owner, Change Project, Delete, Edit Deployment, and Edit Tags". So I'm only seeing Change Lease and Delete as being valid.

There IS also an option to 'Power Off' at the Virtual Machines level in Assembler>Resource>Virtual machines. So I guess B&E are the only valid options with this version of vRA, but the question wording as 'Deployment Level' is not so great.

I'm not sure about this. The linked article does not mention leases at all, but it does directly mention that you can resize or power off VMs (C and E). Are you sure?

IT does mention leases but I believe you need a lease policy
