Gathering requirements is an iterative process, which might require multiple rounds of interviews. Asking the right questions is vital, and you must gather both functional and nonfunctional requirements. A good strategy for a successful project is to bring the correct people together and build consensus.

I agree with A & C. D is not necessarily true as stakeholders may or may not come to a consensus on the requirements.

Yes, we don'T talk to them about "functional requirements". But quite often actually about "functional business requirements". So for me A and C or C and D - can't decide.
