C is Correct. https://docs.vmware.com/en/VMware-vSphere/6.7/com.vmware.vsphere.vm_admin.doc/GUID-18F4B892-D685-4473-AC25-3195D68DFD90.html If a user is an Administrator at a vCenter Server level, they have sufficient privileges to manage the libraries that belong to this vCenter Server instance, but cannot see the libraries unless they have a Read-Only role as a global permission.Administrators whose role is defined as a global permissions can see and manage the libraries in all vCenter Server instances that belong to the global root.
