CD, Internal is 4000 users per CS but HA adds one = 3 External is 2000 users per CS as they are tunneled through Security or UAG which are bound to Connection servers. 3500 require 2 CS + HA = 3 servers So C & D

I think BD is correct. Question states solution must be highly available therefore you will need 3 connection servers for internal users as each connection server will support 4,000 users. If one failed and there is only 2, the solution is not highly available.
