Multiple vCenter Server Considerations
Configuring multiple vCenter Servers is a way to achieve scale for a large Horizon pod, for multiple data centers, or for multiple sites.
With machine managers, you can use different credentials for each vCenter Server, but vSphere host names and datastore names must be unique across all vCenter Server environments. After you have enabled multi-vCenter-Server support in your environment, it is not recommended to revert back to a single vCenter Server configuration.
Note: In a multiple-vCenter-Server environment, a package is tied to storage that is available to each vCenter Server. It is possible that a package visible in App Volumes Manager could be assigned to a VM that does not have access to the storage. To avoid this issue, use storage groups to replicate packages across vCenter Servers. For instructions, see Configure Storage Groups.

I don't think this is true.
I wouldn't say they need the same rights for the vCenter.
I think the answer is ACE. Please correct me if I'm wrong.
