If you go to Edit connection server setting the only option for the Horizon Console (/admin) is Smart Card Authentication for Administrator all the way to the bottom of the page.
changing my answer, Only smart card can do MFA for Adminstrator. read the question carefully it’s said horizon console for admin. RSA and Radius are for end user MFA.
