When your environment requires a custom ISO file for ESXi, you can create one using VMware PowerCLI or vSphere Lifecycle Manager.

The question asks how to create a custom ISO file BEFORE bring-up, If you haven't run the bring-up process then you shouldn't have a vSphere Lifecycle Manager available to create a custom ISO with. The article linked is discussing creating custom ISO after VCF is established.
