As far as I'm aware, the terminology for VCF domains is kinda tricky, just like in NSX where ESXi hosts and Edge Nodes are generalized as 'Transport Nodes', VCF generalizes any domain (either Management or VI Workload) as 'Workload Domain'.

Search for subtitle "Precheck Update - Versions Prior to SDDC Manager 5.0" in the "Procedure" section it shows a screenshot of the SDDC Manager UI and states: "On the Workload Domains page, click the workload domain where you want to run the precheck.".
Thus, I would say option A could also be an answer.
Not saying option C is not correct, but option A seems more fit in my opinion.
