Terribly worded Q&A, or at least very out-of-date. Multiple possible answers depending on whether you choose Dynamic (connectorless) authentication setup OR Connector-based authentication setup. See page 4 of https://docs.vmware.com/en/VMware-Cloud-services/services/setting-up-enterprise-federation-cloud-services.pdf
