Thus:

C. It is created by developers as part of TKG cluster deployment. - No it isn't, it's for the supervisor control plane and optionally workloads, it's core infra, not "developers"
D. It carries traffic between Supervisory control plane and vCenter. - This seems best answer.
Follow your link that have Primary workload stand between Supervisory control plane VM and HA Proxy, so it should be B
