I'm not sure about this but will go with D https://nsxbaas.blog/2022/04/21/enable-vsphere-workload-management-using-ha-proxy/ The above site includes a diagram that has LB providing only external services, and shows a somewhat direct connection between the control plane and the VCenter. Thus: A. It carries traffic between load balancer and vCenter. - No load balancers B. It carries traffic between load balancer and Supervisory control plane. - No load balancers C. It is created by developers as part of TKG cluster deployment. - No it isn't, it's for the supervisor control plane and optionally workloads, it's core infra, not "developers" D. It carries traffic between Supervisory control plane and vCenter. - This seems best answer.

Follow your link that have Primary workload stand between Supervisory control plane VM and HA Proxy, so it should be B
