I would choose B.
The question asks for the fastest way to access the DC, not the fastest way to restore it.
So I would choose Instant recovery, which is an available option with the Agent's restore options.
It is perfectly possible to restore a backup taken by the Veeam Windows agent of a physical machine instead to a VM on an ESXi host. A I believe is incorrect. Yes it does say Veeam Agent for Windows, but it also says recover the domain controller, not a specific object, user etc. Veeam Explorer cannot restore the full DC (at least not easily) and since there is no mention of VMware in the quesiton, one cannot necessarily assume they do have a host for VMs. They are using Agent for WIndows because they have to.
There for, C is the only answer that doesnt assume or infer information that is not stated within the question
This question specifically states, "Veeam Agent for Microsoft Windows". The agent will do Volume, File, and System State. Therefore you can't do an instant VM Recovery. However, you can use the Veeam Explorer for Microsoft Active Directory to restore the AD Objects.

BTW, the sentence say "the faster". What's faster than Instant VM Recovery....
