Scenario:
Please read this scenario prior to answering the Question
You are serving as the Lead Architect for the enterprise architecture team at the prime contractor for the Dreadnought Unmanned Aircraft System program.
Over the course of this contract, the company has grown rapidly by acquisition and has inherited numerous different procurement processes and related IT systems. The decision has been made to consolidate and reduce redundant procurement processes and systems. The CEO has announced that the company will seek to leverage higher volume discounts and lower related IT support costs by instituting a preferred supplier program.
TOGAF 9 Is used for internal Enterprise Architecture activities, with an iterative approach for executing Architecture Development Method (ADM) projects.

The reasoning behind this choice is as follows: The company is not interested in preserving existing systems, hence the focus on the Target Architecture in the early iterations of the architecture development. This is fulfilled by the Application Communication diagrams and Application Interaction matrix for the Target Application Architecture, and the Data Entity/Business Function matrix and System/Data matrix for the Target Data Architecture. The Baseline Architecture is still important to understand, even if it's not being preserved, because it provides context and helps identify potential challenges and opportunities. This is addressed in the later iterations with the System/Function matrix for the Baseline Application Architecture, and the Data Entity/Data Component catalog for the Baseline Data Architecture.

Keyword is start from scratch hence target first the user location diagram is a technology architecture artifact, so B is out so C is the answer

Correct.:C The artifact matchup to the phases. The question is whether this is target or baseline first. The answer has target first. Since it's a COT that might be okay.This also has the most thorough analysis (i.e., artifacts) for the business architecture phase.

The only catch difference I see in options B and C is : Application and User Location Diagram while the question never talked about geographical distribution of the applications hence I am leaning towards C too. what do you think ?

I agree with your view. I agree that C is the answer as the user location matrix is not adding any value here. Furthermore, the "Data Entity/Business Function" matrix address one point which is to identify which non-procurement system would need to be integrated to the procurement system.
