The Enterprise Architecture group within the company has been engaged in an architecture development project to create a secure networked collaboration system that will allow researchers at its product development laboratories worldwide to share information about their clinical trials. Ans B should better than D: D doesn't talk about transition architecture, and TOGAF recommends to "Using the Consolidated Gaps, Solutions, and Dependencies matrix together with the Implementation Factor Assessment and Deduction matrix, logically group the various activities into work packages."

From togaf9.2 standard guide. 12.3.9 Identify and Group Major Work Packages Using the Consolidated Gaps, Solutions, and Dependencies matrix together with the Implementation Factor Assessment and Deduction matrix, logically group the various activities into work packages. This seems to match answer B. It seems like identification and grouping them is a is all done together and they dont seem to be different steps of the process.

I think I know why the correct answer is D The reason lies in this statement: "You have been asked to recommend the approach to identify the work packages.." You were not asked to recommend how to group the work packages identified. Consolidated Gaps, Solutions and Dependencies Matrix - Identification of Work Package Implementation Factor Assessment and Deduction Matrix - Grouping of Work Package
