B Please refer to the Steps and Outputs of Phase E. The Implementation and Migration Plan is initiated in phase E and finalized in phase F.

Should be phase F migration planning : https://pubs.opengroup.org/architecture/togaf9-doc/arch/chap13.html I see no specific planning in the Phase E description... Quote "Consolidate the work packages and Transition Architectures into the Architecture Roadmap, Version 0.1, which describes a timeline of the progression from the Baseline Architecture to the Target Architecture. The timeline informs the Implementation and Migration Plan. The Architecture Roadmap frames the migration planning in Phase F. Identified Transition Architectures and work packages should have a clear set of outcomes. The Architecture Roadmap must demonstrate how the selection and timeline of Transition Architectures and work packages realizes the Target Architecture."

I agree.. "The Implementation and Migration Plan provides a schedule for implementation of the solution described by a Transition Architecture. The Implementation and Migration Plan includes timing, cost, resources, benefits, and milestones for the implementation."
