For me the answer is B. Reason : Option B is having correct artifacts for right phases.Like product lifecycle diagram is part of Phase B:business architecture Option C is having data lifecycle diagram ,which is part of phase c:data architecture and not output or part of phase B:business architecture. Refer section 31.6.3 & 31.6.4

D seems best answer for me since there is no useful architectural assets related to this initiative so first you have to understand the context for Baseline , who use application, current applications used by group and these are some stakeholders concerns to you have to start with baseline first then target one that is preferred by company which is packaged solution
