The ABC company is the prime contractor for the Telesto Unmanned Spacecraft program. Over the course of this contract, the company has grown rapidly by acquisition and has inherited numerous different procurement processes and related IT systems. The company is moving aggressively to consolidate and reduce redundant procurement processes and systems. The CEO has announced that the company will seek to leverage higher volume discounts and lower related IT support costs by instituting a preferred supplier program.
To achieve this goal, the company needs to define Baseline and Target Architectures. These architectures must address key stakeholders' concerns such as:
1. What groups of people should be involved in procurement-related business processes?
2. What current applications do those groups use?
3. Which procurement-related business processes are supported by zero, one, or many existing applications?
4. What are the overall lifetimes of the Request for Proposal and Purchase Order business objects? What non-procurement applications will need to be integrated with any new procurement applications?

For me the answer is B. Reason : Option B is having correct artifacts for right phases.Like product lifecycle diagram is part of Phase B:business architecture Option C is having data lifecycle diagram ,which is part of phase c:data architecture and not output or part of phase B:business architecture. Refer section 31.6.3 & 31.6.4

Option B seems to align more closely with the scenario's requirements. The Data Entity/business Function matrix in option B also aligns with the need to understand what data will need to be shared. D seems best answer for me since there is no useful architectural assets related to this initiative so first you have to understand the context for Baseline , who use application, current applications used by group and these are some stakeholders concerns to you have to start with baseline first then target one that is preferred by company which is packaged solution

B is correct. There are arguments for both Baseline and Target architect first in this scenario. They question they mention include “who is using what system” that infers that everything is not known about the systems / architecture. That leads to a recommended baseline first approach. However, they also mention preferring to use third party packages. If the solution is known (i.e., a third-party package) then that lead to using a target first approach.
