You are working as a senior architect within the Enterprise Architecture (EA) team at a multinational consumer goods firm. The consumer goods are designed and manufactured in-house, and are distributed to a wide range of retail organizations worldwide. The firm has more than twenty manufacturing centers.
The firm is embarking on a Digital Transformation where it will expand its offerings from physical consumer goods products to also include digital consumer products and digital services. This includes enabling each of its product lines to offer digital products or services associated with their existing physical products. The firm uses Agile product management techniques.
The Enterprise Architecture (EA) team within the firm has been operating successfully for several years and has based its work on the TOGAF standard. A is the best choice because the question state that it used a MVP approach and focused on the application architecture. It seems to suggests that it went product first without having much discussion on the business architecture causing customer to see no value

Application Architecture is done based on Minimum Viable Architecture Approach. B/D/T is yet to done. Given usage data analysis shows that the products are not reaching the target audience, they should focus on Business Architecture via the Value Stream mapping.

C is right, because without initially finding the gaps it would be difficult to select the right models for the target architectures mentioned in option A

A is the best choice because it talks about the solution based on TOGAF standards. While option C also focuses on identifying gaps and addressing both the customer value and the target market, it misses out on the TOGAF standards as well as an organized approach. This shortcoming is taken care of in the first option - both A and C might seem confusing at the first instance, but the approach for choosing the right one is to be strict about the application of TOGAF standards in the answer.
