Filter - Select - Keep All Values Show all values is wrong, as condition is to change the bar chart data when clicking on different city, which is only possible with Keep All Values. Show all values allows deselction of filter when clicking on same city again.

Answer is Filter --> Select --> Show all values Select on a city to filter and clicking else where shows all values.
