Page 219 PDF -> Answer D is correct, C states "must" which isn't mentioned in PDF so optional

At pg 219 Name and Label are a "must" .. so in my opinion C is the correct answer.

C is not correct. The label is required, but the field's value is not. "Optionally, incorporate a field's value by enclosing the field name in dollar signs" Splunk Workflow actions page.

As others have said, D is the correct answer. C explains how you would add a field, but it is not required as C clearly states.
