In my opinion, B i.e. UserAdmin is the right answer because question is only about user and role which is what UserAdmin is for. Security Admin inherits UserAdmin and it has privilege to do few more things.

SECURITYADMIN can create, monitor, and manage users and roles
USERADMIN is dedicated to user and role management only
