Proportion hypothesis is always done against a population proportion target value, not the range. For example, can we prove that 40% of the population has brown eyes? 40% here is a target value that you will compare against the sample proportion. There is no statistic-test to test a population proportion range, for example 40% to 60% of the population. Intervals or ranges are only predicted with Confidence Intervals.
