B is correct. In the training material: Technical services are published to service owners and typically underpin one or more business or application services. Dynamic CI Groups are technical services populated with a relationship to a CMDB group. It is a dynamic grouping of CIs based on common criteria like all Oracle databases in North America.

In older releases it was called "Technical service", but nowdays it is called Dynamic CI Group

A manual service is an application service that your administrator configures by selecting and adding each CI and specifying the relationships between CIs.
