I really don't understand this question. You can add multiple risk response tasks to a risk, I just did that and there is no workflow that controls the states of a risk response task

A is the correct answer. The link to the product page does not mention that risk admin role is required. The textbook clearly states that risk manager is required to assign the risk response task. Page - 258 of the text book.
