E, could work if the steps sequence was correct which is not the case here in my point of view.

Answer is C, D is wrong, exclude doesnt exist in lists. On E state must be selected before you can select resolved.

I have tested on PDI, for me answer C and E works well, BUT the order of answer is not correct in my point of view. If it would be E, the order should be 'Click Funnel icon, enter State (in Field), is not, (select) Resolved, click Run'. It is annoying that questions and answers sometimes are not written precisely. For this question I would choose C.
