This question is rough, but as written, I believe it is B. Only sn_vul.admin (or sn_vul.vulnerability.admin) is needed to configure. admin is needed to install.

You don't need both 'admin' and 'sn_vul_qualys.admin' -- you need either of the roles. The 'sn_vul_qualys.admin' role has description: "Administrator for Qualys Vulnerability Integration. For example, you can modify integration start dates and perform some advanced configuration settings." Of course, 'admin' can do anything.
