In Washington the State = Complete. There are only three options, "In Progress", "Complete", and "Ignore"

The State for the catalog item will be PUBLISHED , and the state of the Update Set will change to complete . When the state for catalog item was Publishing the state for update set was In progress. Verified in PDI , correct answer is B = Complete
