I agree Financial Management - A. Per SAM Fundamentals - SAM facilitates the tracking, evolution, and management of software license rights, compliance and optimization. Which my interpretation is License rights = Rights allocation, Compliance = Inventory Managment, Optimization = reclamation. No where does it say financial management.

Looking at the Asset Workspace, there is a lot of inventory and financial management. Allocation happens at/after procurement. Reclamation is not required, but should be happening for products, therefore I vote B, Reclamation. You have to do all else, but reclamation is not required.
