The answer is B and D. Just confirmed on the application settings for Project Administration. pps_admin is listed in the roles and admin has access by default.
it_portfolio_manager role contains it_project_manager. So if C is correct, then A must also be correct. D (admin) is correct, so it cannot be A and C. So it must be B and D.
B and C are correct!!!
