Ok, the key here is using the word "directly"; whereas all of the listed groups SHOULD be involved in GRC implementation project, we can not expect that someone from the Board of Directors could be engaged directly in operational/implementation activities.

So I was stumped on this one and the one from before this that is the exact same question just chose 4 instead. I actually found the specific video in the IRM implementation course that says "establish core implementation team" The video is in the first module in the section titled "Identify implementation stakeholders and Team" go to the 1:51 time stamp and youll see that the core team is is a variation or the exact name that I selected as my answer.
