It has to be C.. there is no approval needed to create a workflow. Versions dont really exist, you cant go back in workflows or flows..
a and b are mandatory anyways otherwise you wont have a workflow..
C is the only option left..
Answer should be C. We're talking about Workflows not Flow. In the previous Workflow Editor, any change is recorded with a version, so, it's not optional.
D is correct
