AB D is not correct cause: when Change on "Closed" state, user also can create new change task, after the task is submit successfully, the Change state will switch from "Close" to "Review" .... Tested on PDI

User error, retest on PDI D is CORRECT b/c "Closed" state CAN NOT create new change task. B is NOT CORRECT b/c it lack Schdeduled, Implement, Review states (those can also create new Change Task) ... the Final answer should be AD
