Getting feedback from Stakeholders is a crucial activity in Scrum. Working with stakeholders frequently ensures the team to focus on the right things to build. Although it is required to have Stakeholders at Sprint Review, they can also engage with the Scrum Team during Product Backlog Refinement, Sprint Planning or during the Sprint if the Scrum Team requires it.
Scrum promotes transparency and collaboration, and stakeholders can interact with the Scrum Team throughout the Sprint as needed, as long as these interactions don't disrupt the team's focus or Sprint Goals.
I think it's a vague question again. "Stakeholders allowed to meet" infers that the intention comes from stakeholders. SM will do everything to protect the team so answer will be "No". However, if the question was about "the team allows to meet stakeholders" then answer will be Yes
