The SM is only facilitating a session with all members on the Scrum Team to help them resolve the conflict and refine the Definition of Done. He is only facilitating not actually doing it. C is correct

The question doesn't suggest that the SM is refining the definition of done in the question, rather he is coaching the team to help them refine the DoD.
