An Increment does not have to be released to customers or users at the end of each Sprint. While it's encouraged to have a potentially releasable Increment at the end of each Sprint, the decision to release it to customers or users is made by the Product Owner based on business priorities and market readiness. Some Increments may be released immediately, while others may accumulate and be released in larger increments over time. The key is that each Increment should be in a potentially releasable state, meaning that it could be released with minimal additional work if the decision to release is made.
