C should be the right answer. I understand The development team is self managing, but it has been said in terms of work allocation, progress tracking, daily scrum, sprint backlog management etc. It is not interms of that they have the power to remove someone from the development team (Which means from project.). This duty always lies with management which means Scrum master and product owner. Scrum master is responsible to remove any impediments so in collaboration with PO, SM has the right to suggest management to remove person from the development team.

Nor the Scrum Master, nor the Product Owner are managers in Scrum. There are no managers in Scrum. The Scrum team makes this decision, but if unable to reach it, the Scrum Master may facilitate by making the call.

I don’t think scrum master has power to remove someone from the team even if that’s an impediment.op D looks more likely as scrum team is self managing unit.
