Why C is a wrong answer? Follow-on activities for held and parked documents You cannot enter follow-on processes for held or parked purchasing documents. This means that you cannot create purchase orders or outline agreements with reference to a held or parked purchase requisition. Likewise, you cannot enter goods receipts or invoices with reference to an incomplete purchase order.

Hold allows any kind of error. Some sort of the a draft to the user him/herself. On the other side, Parking allows certain errors only (mainly Finance), triggers the Workflow, and Situation Handling can be used. Of course further posting is allowed.
