Login hours can be defined at Users profile level. Any user trying to login outside the Login hours will be denied access. It would appear as if the userid / password incorrect.
Is "telesales" meant to be "the sales"?
I think the answer is: B. Setup | Security Controls | Network Access and specify the team's range of IP addresses is the correct option to prevent the sales team from logging into Salesforce outside of the office. By defining a trusted IP range on the network level, users will only be able to access Salesforce if their IP address falls within that range. This will help prevent unauthorized access from outside the office or from unknown locations.
