I think B is the most proper answer. By this link(https://help.salesforce.com/s/articleView?id=000386975&type=1) we can see In order to display the Leads with Converted Lead Information report type in the report type selector, the user's profile must have at minimum read permissions on the Leads and Opportunity objects.

To be able to report on converted leads, you need the "Leads with Converted Lead Information'" standard report type. Without a minimum read permissions on the Lead object, you will NOT see that report type. Option C is very wrong - there is nothing like Converted Leads object when creating a report type. Converted leads has a standard report type called "Leads with Converted Lead Information'" standard report type and you do not need to create any custom report type for that.

i dont agree, they want to REPORT on the leads that have been converted it doesn't say it wants to report on WHO did it, just on the converted leads, so A probably isn't the best choice

You can’t view converted leads, unless your admin has assigned you the "View and Edit Converted Leads" permission. However, converted leads do appear in lead reports.

But where is information that user should have view and edit permission for generating reports? There is no by this link.
