Can this not also be C based on this information?? https://help.salesforce.com/s/articleView?id=000385976&type=1 Using C then implicitly applies D as Sandboxes update before Production

D. It will fail if there is a feature only available in the next version. When deploying a change set from a sandbox that has been upgraded to the next major Salesforce version to a production instance that is still on the current version, it is important to consider any new features or changes that have been introduced in the newer version. If the custom app in the sandbox uses a feature that is only available in the next version, the deployment will fail in production. The app builder will need to modify the custom app to remove any references to the new feature or make the necessary changes so that the app will function correctly in the current version of Salesforce in production. They should also test the app thoroughly in a lower environment before deploying to production to ensure a successful deployment.
