None of the sandboxes being refreshable means every one of the sandboxes is over the limit for its type of sandbox. "When you exceed your sandbox allocations, we lock the appropriate number of sandboxes to restore your license compliance, starting with the least recently used sandboxes."

The article quoted from above also states "To purchase additional sandbox licenses, contact your Salesforce Account Executive."

B is not correct.I tell you why: the deletion of the full sandbox will not be enough. they still dont have enough licenses for even 1 full sandbox
