IMO the key word is "to filter" so only the controling picklist can filter the dependent one. The dependent one is the result of filtering not the one that filters. So the answer is A, IMO.

There's no such thing as a Controlling Picklist.
There are controlling and dependent fields FOR picklists, but not the other way around. Dependent picklist is the correct answer.
Controlling fields can be: Custom or Standard Checkbox, Custom or Standard Picklist.
Dependent Fields can be: Custom Picklist or Multi-Select Picklist.
The answer is correct. It’s called a “controlling field” but it is, in essence, a pick list. The controlling field filters the values of the dependent pick list - which depends on it.
Please someone illustrate what us controlling picklist?
