A user has created an Amendment Quote. Opportunity Product records were created for only some Quote Lines. What are two reasons that could explain this behavior? (Choose two.)

Looked into this more and BC seems like the right answer. D is incorrect because the Opportunity Products are only created for Quote Lines with an "effective quantity" that is different than 0. Net total could be $0 due to 100% discount. And the $0 Net total line still get its Opp Product created. Inactive Pricebook entry on amendment would exempt Opp products from being generated.
I would agree with B and D. I did an amendment in my sandbox. I zero'd out only one of my products, ordered the quote, and then contracted the opportunity. And the only opportunity product line item i have is the -10 quantity of the item I zero'd.
