Universal Containers (UC) sells licenses set up as subscription Products. A UC sales rep has closed an Opportunity associated to a Quote with a Subscription Term of 36 months. The sales rep and a customer have agreed to a Quantity of 100 licenses for the term of the Contract.

A is correct. -20 on the first amendment 40 on the 2nd amendment are the values of the SBQQ_EffectiveQuantity__c after 80 and 120 are set in the respective amendments. This use case asked for the Quantity value not the Effective quantity.

The question is "What are the respective Quantities of subscription..." and because we can't have -20 as a quantity, I think A is correct

Dont know from when the question is, but since Spring23 release its possible to decrease quantities in subscriptions: https://help.salesforce.com/s/articleView?id=release-notes.rn_revenue.htm&release=242&type=5 So C would be a valid option

Not sure that applies there. That's part of "Subscription Management" for Revenue Cloud. CPQ is technically part of Rev Cloud, but Subscription Mgmt is a different product under that umbrella.
