The answer is A and B.
B: Is the most obvious configuration as we can do it exactly as said in the requirements, so for the first block lower bound is 100, upper bound is 101, overage rate - 0, price - 1000.
Configure other blocks just following the requirements
A: Also suitable, as using a discount 10% - gives us the price of 9$ which gives us total 4600$ right before entering the next range which is above 500 and so on

OMG so many answers but the simple answer is B+D
The out of the box list+slab will do the trick (D)
The only other option is B since we are talking about a per unit price above something which means all other block configs will not work
How I can set price for range (not for unit) with only list price ?
Discount schedule does not support price for whole range, only amount/discount per unit.
A&B is correct.
I modeled B and it works just make the block tiers as
1-100 (price 1000 overage 0)
100-500 (price 1000 overage 9)
500-100 (price 4600 overage 8)
..so on
It's not C as it's asking for a price per unit. Range would give a price for a range of units (e.g. if the range between 100-500 was at a cost of 1350, it wouldn't matter if you bought 110 units or 490 units, you would pay 1350).
Block price is only ok for the first tier since for the others there is a price per unit.
So B is impossible
C : range discount is not compatible.
D is tempting but you can't have a price of 1000 for the first 100 units this way. what should be the book price for one unit ? 10 or 1000 ? in any case it would not give you 1000$ whatever the quantity is selected between 1 and 100.
A is possible, you create a simple block price of
1 - 101 = $1000
101 + = $10
and you create a slab discount that applies 10%, 20% and 30% for 101-501, 501-1001, 1001+

I created a price book for each block with a different price each ( 1009, 4608 and 8607)

NOTE: Overage rates are not supported for products with price schedules or consumption schedules. If a customer needs block prices with an overage rate on the final tier, they can use block prices with slab discount schedule
