Both A&C are correct. However In terms of best practice, workflow will take precedence over Apex. My vote is for A and C

B & C are the right answers. But, since we are now in 2023, I believe Flow would be the right answer. Also, check out this video on using VLOOKUP in validation rules: https://www.youtube.com/watch?v=s6qxZ96MZKQ

The video says that you cannot use VLOOKUP in validation rules on standard objects. It can only be used on custom.
