AB are correct in my opinion. Import Wizard is a web based tool and not a client tool like Data Loader.

From https://trailhead.salesforce.com/content/learn/modules/lex_implementation_data_management/lex_implementation_data_import, looks like data loader is defined as a client application, but the import wizard is a tool accessible from Setup Menu. Doesn't seem to be defined as a client application. I think D is wrong. A&B are correct.
