How would a time based workflow be beneficial in this case? The status change of an opportunity to "Closed-won" does not have a definite time set in place. Some people believe the right answer is "Email log" but I don't believe it's this one either.
Perhaps the rationale behind "Email log" is that in this active process, once a task is assigned, an email is sent out to Sales Ops informing them of the won opportunity. Since the tasks are missing, the first thing to do is check to see the emails are being sent out. So this is a possible explanation of why "Email Log" might be correct.
