I think its A You can disable through Form factors (visibility off) the unnecessary desktop fields for the mobile App

Yes it should. Cause if you dont consider the Phone Form factor, any change you do will impact the Desktop as well and violates (Min impact to Desktop users)

You can disable some Components through Component Visiability adding a criteria - form factor, not fields.

I think it's B. Another weird question. With the reorder you might impact to the desktop users, but MINIMAL, because in the desktop it's too easy navigate around the record page. With Form Factor you can only change it for the phone users but with the Component Visibility, not field visibility, so I think u cannot do it through Form Factor...

I think B as "NOTE Field and Field Section components are supported on desktop only. Therefore, visibility rules you set on them are respected only in the desktop view, not on mobile." - https://help.salesforce.com/s/articleView?id=sf.lightning_page_components_visibility.htm&type=5
